Walter McNeil holds the distrinction of being the first black member of the Sanford City Council, having been sworn into office for his first term in December 1981. Among other duties, the 40-year resident of Lee County now serves on the city's Historic Preservation Commission.

McNeil received his B.A. in Education from Winston-Salem State University and the M.A. in Administration from North Carolina A&T State University in Greensboro. He is a deacon for First Calvary Baptist Church and a member of the church choir and the Laymen League.

Other personal interests include community policing, golf, fishing and education. He and his wife, Billie G. McNeil, have one son, Michael.
